In justifying their <strong>understanding of an equitable distribution of this responsibility<\/strong>, some have highlighted a <strong>country\u2019s size<\/strong>, others its <strong>wealth<\/strong> or <strong>rates of (un)employment<\/strong>.<\/p>\n<p>To provide empirical facts for this discussion, this indicator allows us to <strong>choose and compare the number of asylum seekers received<\/strong> (represented by a red semicircle) with an <strong>\u201cequitable\u201d number in proportion to the given criteria<\/strong> (represented by a grey semicircle).<\/p>\n<p>In this way, taking into account its population in 2023, <strong>Switzerland received \u201ctoo many\u201d asylum seekers<\/strong> (30,100 instead of 21,983), as did <strong>Germany, Belgium, Spain, Italy, Austria, Iceland, Slovenia, Bulgaria and especially Cyprus, and Greece<\/strong> (64,225 instead of 26,859), <strong>while Portugal, Sweden, Denmark, Norway, France and most eastern EU countries did not receive \u201cenough\u201d.<\/strong><\/p>\n<p>On the other hand, <strong>considering<\/strong> its gross domestic product (<strong>GDP<\/strong>),\u00a0<strong>Switzerland would have had to accept a significantly higher number of refugees <\/strong>(51,600).<\/p>\n<p>The war in Ukraine and the activation of the Temporary Protection Directive have complicated these discussions. To account for this, the indicator also takes into <strong>account both the asylum applications lodged in each country and the temporary protection status granted<\/strong>. Keeping in mind that the Temporary Protection Status is granted at 99% to Ukrainian citizens, whereas other persons seeking protection have to lodge an asylum request.<\/p>\n<p>When both temporary protection status and asylum seekers are considered, the <strong>shares can change significantly<\/strong>, for example, when measuring in relation to population, in 2023 Italy would have had to accept more asylum and protection seekers, whilst many Eastern countries received \u201ctoo many\u201d.<\/p>\n<p>The indicator further allows us to measure an equitable distribution based on geographic area, unemployment rate (inverse proportion), or a combination of the criteria.<\/p>\n<p>If we adopt the weighting suggested in a report by the Mercator Foundation (Angenendt et al. 2013), i.e. 40% for GDP and population and 10% for employment rates and geographic area, we observe that Switzerland received a relatively fair share of asylum seekers in recent years. If, for example, the year 2018 and the criteria of geographic area were chosen, the resulting map gives in the red semicircle the actual number of requests for asylum received by a country whereas the grey semicircle gives the number that it should have received given its size in relation to the total geographic area of the EU. France (11% of the EU territory) should have received 73,370 asylum applications (11% of the total) but actually received 119,190 in 2018. Therefore, taking geographic area as the sole distribution key, France received \u201ctoo many\u201d asylum applications.
