Am 10. Mai 2016 eröffnete das Staatssekretariat für Migration (SEM) zum ersten Mal ein Verfahren betreffend Entzug des Schweizer Bürgerrechts. Der betroffene Mann ist ein schweizerisch-italienischer Doppelbürger, der in der Schweiz aufgewachsen ist und sich 2015 dem «Islamischen Staat» in Syrien angeschlossen haben soll. Wo sich der junge Mann zurzeit aufhält ist unbekannt. Laut Schweizer Medien gilt er derzeit als verschollen und es wird vermutet, dass er nicht mehr lebt.

Shakespeare would say that a rose would still smell like a rose, no matter how we name it – because the very essence of things and people does not depend on their names but rather on their inner qualities. And yet, at least in this case, Shakespeare would be very wrong. In this case it is the way people are named that creates the way people are – or at least the way they are perceived – and it can have very long lasting and relevant effects on their lives and on their futures.

A l’heure actuelle, le statut de séjour qu’est l’admission provisoire fait l’objet de discussions aussi bien dans les médias qu’au niveau politique. Plus de 30’000 personnes séjournent aujourd’hui en Suisse au bénéfice d’une admission provisoire. La question se pose donc de savoir que signifie exactement « admission provisoire », quels sont les droits et devoirs concernés et où se situent les difficultés et les défis posés par ce statut ?
